Manhattan: Why not draft safety regulations to protect the horses and carriages, Mayor de Blasio? Create a designated area for them in Central Park South, with regulations for motorists. And enforce speed limits with warnings at every bridge and tunnel, telling drivers to reduce speed as they enter city streets. Gloria Avery
