Carmel, N.Y.: Since cars and horse buggies are no problem in the hinterland (i.e., Lancaster, Pa.), there is a simple remedy, when common sense fails, for drivers of horse-drawn carriages: They should declare themselves Amish or Mennonite and say that horse power is the only mode of transportation allowed by their religious convictions. Mayor de Blasio would probably make them grow beards, but that’s a small price to pay for freedom. A.C. Buckley
