Essex, Mass.: The restrictions on the number of horses allowed in the city and the cut in hours the carriages are allowed to work included in the so-called compromise bill would result in a de facto ban on the industry. The reduction in the number of board-paying horses will make the existing stables financially unviable, leaving the horses nowhere to go for the three, four, five or 10 years until the proposed Central Park stables are built. Horses need stables; they can’t live in vague promises. Ellen Attridge
