He okayed a $2 million Department of Correction contract for McKinsey & Co. to learn what’s wrong on Rikers Island — information available free from officers and inmates. Then he hires Langen Engineering to probe the environmental impact of horse-drawn carriages even though its CEO is a one of NYCLASS’ loudest cheerleaders. Consultants charge a high fee to glance at your watch and give you the correct time, or tell you what you want to hear. If our tardy mayor rode in horse-drawn vehicles instead of SUVs, he might show up on time for events instead of being known as “the late” Bill de Blasio. Dick Reif
