Manhattan: Voicer Marie Richardson said it is Mayor de Blasio’s responsibility to follow through and lobby the City Council to ban carriage horses. Actually, it is up to neither the City Council nor the mayor. It is up to the citizens of New York City. And time and time again, in several polls, a majority of New Yorkers have made clear that they are in favor of the carriage horses remaining in the city. Olga Humphrey
