Brooklyn: To Voicer Edita Birnkrant: The New York State Horse Council applauds City Council members who are speaking out against the proposed ban on horse carriages. It is our opinion that the carriage horses are well-regulated and well cared for. They are a great tourist attraction and one of the safest modes of transportation in New York. Bill No. 573 will not ensure that horses are saved from slaughterhouses. On the contrary, putting these well-kept animals into an uncertain situation may put them at risk. Alison Clarke, southeast vice president, N.Y.S. Horse Council
