Manhattan: No need to speculate as to why Paul Vallone flip-flopped on horse carriages. No doubt NYCLASS reminded him that it had bought his vote with its $8,000 campaign donation. That’s New York politics in the finest tradition of Boss Tweed. No Council member who received a bribe — sorry, campaign donation — from NYCLASS should be permitted to vote on the future of the carriage industry. Nick Bacon
